Basement window access paved over

Sent to Central Bedfordshire Council less than a minute later. Council ref: 407257.

We have just purchased a property on Victoria Street that has had its basement ventilation paved over. It previously had been paved over and the council (I presume) had spray marked the section with a question mark. (The grille is in our back garden) In the recent footpath repaying, it has again been paved over and the spray marking removed. This needs to be remedied as the basement now has no ventilation and no natural light.
