Significant road surface failure

Reported via desktop in the Road Surface category anonymously at 11:47, Thu 24 October 2024

Sent to Central Bedfordshire Council less than a minute later. Council ref: 413652.

Following reports via FixMyStreet with the following Council refs; 411064 and 413301, I'm still missing information that was requested in 413301. Please also see Council ref: 410139 to see how this damage has worsened since initially reported on the 8th August.

I requested specific details and not a link to the NMMF, and you just provided a link to the framework, which doesn't contain the requested information.

Can you confirm the following: 1) What are the intervention levels for the various types of potholes and road surface damage covered by the network maintenance management framework? Please explain the width, length, and depth requirements, and any other features the assessor would look for when determining "priority" of a repair. I presume this is covered in the agreement with the service provider? 2) Has the council acknowledged this road damage as having been reported officially, so that when vehicles start receiving damage they are able to claim relevant compensation from the council? This damage was initially reported on the 8th August under 410139 with photos following the joint sealing teams repairs, and then under 413301 with photos showing progression of the damage. I will update this report with photos later today. 3) How can you claim that you have "maintenance work planned in for this area and the issue will be resolved as part of this work" while also not being able to put a timescale to this? How can work be "planned" if you are unable to provide me with a timescale - surely at that point it isn't planned, its a pipedream?

This road is a bus route, and also heavily used by learner drivers all day, every day. This damage isn't going to get better by itself especially as we come in to the winter freeze/thaw cycles. Surely if budget is an issue it would be better to fix it now, rather than have to conduct even more extensive repairs next year?

Please also advise how I raise a formal complaint with the council, and the service provider Milestone Infrastructure or M Group about the handling of these reports, and how I would go about submitting an FOI request to view the assessors report of this section of road?

Please escalate this to a senior member of the team, or a lead, and provide direct answers to all of the above questions.

  • Our team have carried out 5 temporary repairs on Weston Avenue, and Lywood Road. Due to particularly tough budget restraints this year, we are currently only dealing with CAT0, as they are are priority. All CAT0's on weston avenue have now been repaired.
If you still wish to make a complaint, call the customer service team and they will direct you. I appreciate your patience with getting these repairs done.

Thank you for your Highways report.

We are currently assessing the matter and further information is currently being collated to assist us. If anything further is required from yourself as the person reporting the issue, one of our engineers will contact you using the contact details provided.
    Many thanks,

  • You'll be surprised to hear this hasn't gotten any better in the last 5 weeks.

Can we please get an update here on whether this is going to be repaired, or left to get deeper and cause further damage to vehicles.

  • Thank you for your Highways report.
An order has now been raised to rectify the identified issue and this will now be added to our programme of works. We are, unfortunately, unable to provide you with a timescale for this work to be completed, however, all repairs are prioritised using an assessment matrix in line with our Network Maintenance Management Plan (NMMP)

We will continue to monitor all defects to ensure the safety of our residents as part of the NMMP which can be found online - http://www.centralbedfordshire.gov.uk/ transport/ roads-strategies/ highways-asset-management.aspx

    Many thanks,

  • What appears to be a temporary repair has been completed here - will this be repaired permanently at some stage?

The gulley cover in this location is also damaged and collapsing in to the road surface, this was reported in ref 410139 and closed with the statement that "we are due back for more crack and pothole repairs soon". Will this be repairs soon? Should I raise a new defect for this?

  • We will be making perm repairs but may have to wait until the new finacial year

Thank you for submitting your Highways report.
We are having to prioritise repairs for defects that pose higher risks in accordance with our Network Management Maintenance Plan assessment criteria, the details of which can be found online http://www.centralbedfordshire.gov.uk/ transport/ roads-strategies/ highways-asset-management.aspx

After inspecting the reported issue, our engineers have determined that this doesn't currently feature as a priority for repair. Rest assured, we'll continue to monitor the defect during future inspections. We appreciate your understanding and thank you for your report.
